borrow $1.04 from Joe and lend out $1.09 to Bill.

I have $1.09 in assets and $1.04 in liabilities and nothing in my packet.

After one year, Bill repays me $1.10 ($1.09 loan and one penny interest), I wind up with 6 cents.

That is 20% return on a 1% loan.

If Bill is only able to pay me $.90, the global financial system collapses.
